第1650期：“举报”英文怎么说？

我先讲个故事，是一段真实的历史。

故事发生在德国一个叫维尔茨堡（Würzburg）的地方，时间是1933-1945年。

二战结束后，整个欧洲只有三个城市的纳粹德国机密档案没有被完全毁掉，维尔茨堡就是其中一个，保留了近两万份盖世太保（Gestapo）的机密文件。

*盖世太保（Gestapo），德语Geheime Staats Polizei的缩写，意思是“国家秘密警察”。

维尔茨堡人口约一百万。这样一个百万人口的城市，有多少盖世太保警察，你猜猜？

答案是：28个。

二十八个警察就能控制一百万人？

怎么做到的？

The simple answer is because Gestapo received enormous help from ordinary Germans.

很简单，靠的是普通德国民众自发的举报。

Like all modern policing systems, the Gestapo was only as good or bad as the cooperation it received.

据档案显示，1933-1945年期间，只有10%的政治犯罪是盖世太保警官自己发现的，还有10%是当地的普通警察发现后移交给盖世太保的案子，剩下的80%政治犯罪案件都是普通市民主动向盖世太保举报的。

Around 80 percent of all political crimes were discovered by ordinary citizens who turned the information over to the police or the Gestapo.

这些普通市民都是自发的无偿的不拿线人费自带干粮的普通群众，大多数甚至连纳粹党员都不是，the most of this unpaid cooperation came from people who were not members of the Nazi Party – they were ‘ordinary’ citizens.

在这12年中，28名盖世太保警察就是这样轻轻松松控制一百万维尔茨堡市民的。

The Gestapo’s main job was sorting out the voluntary denunciations it received.

他们每天的主要工作就是处理各种举报信。

就这样，so easy. So f u c k I n g easy.
